Abstract

This essay tries to analyze the complex challenge of introducing governance measures to preserve the utility of the Internet, the safety of citizens and to hold accountable those who abuse the privilege of access to the Internet.

  • Vinton G. Cerf

    Vinton G. Cerf is an American computer scientist who is recognized as one of the "Fathers of the Internet". He founded the Internet Society (ISOC) and served as its first president. He serves as vice president and chief Internet evangelist for Google and his primary responsibility is to identify new enabling technologies to support the development of advanced Internet-based products and services for the company.
